Create routing POST

Requires a user JWT with the admin role. Administrative setup may exceed customer limits with an audit reason. Sending checks remain unchanged.

Clean up retained provider configuration POST

Requires a user JWT with the admin role. Idempotent cleanup. Active identities are protected. Provider failures return the persisted failed state with HTTP 200; inspect status.
